Like any other organisation or company, the Parish Council needs to hold an annual meeting to carry out those things that only need doing once a year. These include:
Electing a Chairman
Appointing representatives to other bodies if appropriate
Agreeing to subscribe to such bodies as the Yorkshire Local Councils Association etc.
In an election year, the “old Parish Council” retires on the Monday following the day of elections, when the new Parish Council comes into being.
The new Parish Council must hold its Annual (and first) Meeting within a fortnight from that Monday.
In any other year, the Parish Council must hold its Annual Parish Council Meeting on any day in May.
Ordinary Parish Council Meetings
The Parish Council meets on the 3rd Wednesday of every month except for August and December when it does not meet.
Meetings are held in Barnburgh and Harlington Village Hall, Barnburgh Lane, Barnburgh DN5 7HN at 7.00 pm and generally last about two hours. The agenda is posted on the Parish Council Noticeboards and the web site.
All meetings are open to the public – everyone is very welcome to attend and raise questions at the Public Question/Statement Time at the start of the meeting. However, if you have any problems which you think the Parish Council can help with, don’t wait for a meeting – please talk to one of the Councillors or contact the Clerk.

15th September 20th October 17th November
Extraordinary Meeting of the Parish Council
An Extraordinary Meeting is one which is called specifically to deal with urgent or unforeseen business.
The Chairman of the Parish Council may call an Extraordinary Meeting of the Parish Council at any time. If the Chairman is absent the Vice Chairman may call one.
In addition, if two Parish Councillors sign a request that the Parish Council be convened and the Chairman or Vice-Chairman, as the case may be, either refuses or neglects to do so within seven days, then any two Parish Councillors may call an extraordinary meeting. The two convening Parish Councillors need not be the same as the two Parish Councillors requesting the meeting.
The notice period that must be given for calling an Extraordinary Meeting is the same as for calling an ordinary meeting, ie, at least three clear days (not including the days of issue and meeting).
Where an Extraordinary Meeting is called by members of the Parish Council , the notice shall be signed by those Councillors and shall specify the business proposed to be transacted at the meeting (the agenda).
