The content listed below is non‑accessible for the following reasons.

  1. Non‑compliance with the accessibility regulations
  • PDF documents
    Some PDFs, particularly older documents, are not fully accessible. They may lack proper tagging, reading order, or alternative text.
    We are reviewing all documents and will replace or remediate them where possible.
  • Images without alternative text
    Some images may not have appropriate alt text. We are updating these as part of ongoing maintenance.
  • Colour contrast issues
    Some text and background combinations may not meet WCAG 2.1 AA contrast ratios. These will be corrected during scheduled updates.
  1. Disproportionate burden

At present, we are not claiming disproportionate burden for any content.
We are actively working to improve accessibility across all areas.

  1. Content not within the scope of the regulations
  • PDFs published before 23 September 2018 that are not essential to providing our services are exempt from the regulations.
  • Third‑party content that we do not control or fund is also exempt.

What we are doing to improve accessibility

We are taking the following steps:

  • Training staff to create accessible documents
  • Replacing inaccessible PDFs with HTML content where possible
  • Reviewing website content quarterly
  • Working with our website provider to ensure ongoing WCAG 2.1 AA compliance
  • Introducing internal checks before publishing new documents

We aim to resolve the majority of outstanding issues by December 2026.
